Entertainment Weekly has gotten some new info regarding the upcoming season 3 episode that will tell us Felicity’s back story, including a new title for the episode, and some more information about her mother. First off, Entertainment Weekly has learned that the episode will no longer be titled “Oracle,” but instead will be titled “The Secret Origin of Felicity Smoak.” This is probably due to the confusion and speculation that a lot of fans had about his episode maybe featuring Barbara Gordon, since she was the one who has been best known to be called Oracle in DC Comics. While it was pretty unlikely that Barbara Gordon was going to be in this episode when it was called “Oracle” anyway, I think it’s now safe to say that she will not be appearing in this episode at all with the titled now being changed.
As for Felicity’s mother appearing in the episode, here’s the information from the Entertainment Weekly article about her showing up, as well as if we’ll learn anything about Felicity’s father:

In the hour, we’ll finally get to meet Felicity’s mother, portrayed by NYPD Blue alum Charlotte Ross. “We’ve established in the past that mom is a cocktail waitress in Vegas,” executive producer Marc Guggenheim says. “She and Felicity are two very different people. Episode 5, which is when Felicity’s mom comes to town, really deals with the differences between these two women and how much of their relationship is a struggle as a result. It’s a real challenge for these two people to find some common ground.”
As for Felicity’s father, fans will have to wait a little longer to get more information. “The mystery of who Felicity’s dad is probably gets extended more than it gets answered,” Guggenheim adds.

While we’ll definitely learn more about Felicity’s past in “The Secret Origin of Felicity Smoak,” it looks like the show runners at “Arrow” will still be leaving part of her past a secret for fans to speculate on.
