    I know it may be the obvious theory, but I think that Sara’s killer is Malcolm. Here are my reasons:

    1. The modus operandi matches. Three black arrows in quick succession has been the Dark Archer’s way of murder from his first appearance through all of both seasons. Not to mention the Dark Archer voice.
    2. The League of Assassins don’t go after their own, but we know from Moira & Malcolm’s conversation last year that Ra’s Al Ghul wants to kill Malcolm. And since Sara was back working for the LOA, she might have known or known about Malcolm, but not known that Malcolm survived (“What are you doing here?”), and Malcolm got to her first, thinking she was there for him.
    3. When we see Malcolm watching Thea at the end of the episode, it seems as though Malcolm has been gone and is now returning from somewhere. Could he have been returning from Starling City?

    Anyway, that’s my theory. Let me know what you think!
