The CW has revealed the official synopsis for season 3, which gives us a good idea of where some of the characters are at during the start of the season. You can check out the synopsis below, which does contain some minor spoilers about some characters:

With the announcement of the “Arrow: Season 2.5” comic series launching in September, it’s probably safe to assume that the comic series will show us exactly how Oliver and the rest of the characters got to the point of where they’re at during the start of season 3. So it will probably be a good idea for fans to check out that comic series when it launches in September to get the full story.
The third season of “Arrow” begins on October 8th!
